Most families, conservative or not, do not want black American kids. They step over them on their way to Romainia, or Russia or Ecudor or China.

Most families, conservative or not, do not want black American kids. There is something to what you say.
But on the other hand, whites who try to adopt black kids can run into a lot of trouble from activists who insist that only black families should be allowed to do so. That phenomenon is also very real.

No, most white Americans are not permitted to adopt black children. My parents have a half-white half-black foster child that they were only allowed to take in because there were no open black foster homes in their county at the time.

I can tell you from personal experience that it is not as simple as “not want[ing] black kids” to adopt. When considering adoption, many peoples’ biggest fear is that their adopted children will be taken away from them. White, middle-class parents would be the bad guys if a black baby's biological mother, father, grandmother, etc. comes out of the mist post-adoption to demand the baby back. You can imagine all the shrinks who would take the stand to argue the child would be better off raised “in an African American culture...”

I think there has also been some organization and or laws passed that prevents white parents from adopting black babies (or makes it really difficult to adopt one unless the baby has special needs).
