There is some evidence that sonar does have a disruptive effect on cetaceans. With that in mind, I think the Navy should take all reasonable measures it possibly can AFTER ALL TRAINING OBJECTIVES HAVE BEEN COMPLETED. Compromising training which has a direct bearing on the security of the nation and the lives of our service personnel is not an option. Having said that, if there are things the Navy can do without compromising the first priority, they should, and I would suspect they already do.
