Maybe we can arrange a prisoner exchange. Trade these invaders to the Mexican authorities if they'll let us release our two border agents from the federal penetentiary.

No, it isn't an act of war.
It is a criminal act.
If these criminals were official representatives of the Mexican government, it would be an act of war.
What it does mean is that US government should inform Mexico that if they are unable to prevent their cartels from attacking US law enforcement personnel, then the US military will have to take a more proactive role.

Here’s the best defense for shooting a SWAT (Phoenix Police Tactical Team) Officer that one could ever imagine. If their gear is being stolen and illegals are wearing it you can be damn sure that they won’t be getting the respect they are used to. Scream POLICE at the top of your lungs and the homeowner is going to say that he heard a Hispanic tone to the word, thought that illegals were breaking in and shot at them.
What’s a jury supposed to think?
