cheap and privacy fencing are not terms that can be used together.
Well, I could tell you a lot of very EVILLLLL ways to make the freak flee your neighborhood.
But, if you put up chainlink you can put privacy fabric on the outside. It installs very quickly and you can get 100% blockage much cheaper than a vinyl fence.Green and black are the most common, but you can also get blue,brown white and tan, lots more colors.I love the stuff, have seen miles and miles of it put up.
You're welcome. Let me know what you decide to do. I also have an issue with a neighbor who build far closer to the property line than necessary, which took away our privacy. I have been spending the last two months moving fence around to create an 8 foot wide "green zone" along that property line. Once my Carolina Cherry kicks in they'll never see the mountains again.
Unfortunately, because of how things had been configured, I have had to actually "move" about 300 feet of my 6' cedar picket fence that I just installed a few years ago. Luckily I had used all 2 3/8" oil pipe for the posts, which can be pulled out and reused, unlike PT 4x4.

Windscreen with a 100% privacy will run about $2 to 2.50 a lf delivered.Slats take many hours to put up, windscreen will take about 1 hour per 50-100 feet.
If you're in a neighborhood without fences, your home could look "different" and may effect your resale value.

3:30 in the morning would most certainly be a breach of peace / noise ordinance issue.
Must be a country-wide problem. We hear the ATVs at 3AM where I live too. Down in the woods. I have no idea who these people are - but I have a suspicion one of them is the Sheriff’s son, who lives behind us. He speeds through our quiet neighborhood & appears to think he is above the law. It’s always been quiet here, but these late-night ATV jaunts are getting more & more frequent.
Vinyl fencing is available in a 6 foot high “shadowbox” style, which has the boards offset from each other. Looking straight at it, you can’t see anything on the other side, but looking sideways there is space between the boards. This prevents it developing a bad lean or even being blown down by wind. From the top, the profile of the boards looks like __—__—__—__— . Vinyl will last a lot longer than bamboo or wood, and I think it’s cheaper than chain link.
Have you thought of planting leyland cypress trees, the are inexpensive and grow very fast. They provide great privacy.
The company I work for, at a previous location, had a chain link fence with the privacy slats in it for security purposes. Hurricane OPAL laid it flat. And the Sewage treatment plant across the street from where I live had the same kind. Hurricane Ivan flattened it, also. I got them to give me about a hundred feet of it before it was hauled away......I removed the slats......

A hurricane is likely to take down any fence, even a totally porous chain link fence. With hurricane force winds, there would be a stream of large flying objects hitting the fence with tremendous force, unless there was an intact building very close to the fence on the side the wind is coming from, and the building ended up taking most of the hits.
My chain link fencing, sans privacy slats, was still standing while across the street theirs, industrial grade thick chain links, was laying on the ground. I still have about 50’ rolled up behind my shed for when mine does “go”..........
Look on the bright side, the trees will get plenty of water and nitrogen from the septic leach bed!

PS Pine tree roots are a real B!tch in a leach field and he can't stop them growing under the property line either!

Leland Cypress grow very, very quickly - about 4 foot a year in most conditions. You might be able to place the Leland Cypress in such a way as to provide privacy for your home and not have the hassle and expense of replacing the current fencing.
At least in this part of the world Leland Cypress are rather inexpensive. They do make a beautiful barrier. Plant them staggered a bit and they grow best.
Nah. We just put up a wooden fence where the septic lines were put in, so he’s good to go (literally) there with no worries about tree roots (except for it already being in a forest!). We planted a type of cypress that fills out real full and stays green year round, but that is well below his septic lines.
Actually, although he has done us rather dirty from the get-go (manipulated and convinced us to sign for him to hook onto our electrical set-up and told us he was going to build up close to the road - which didn’t happen.) He couldn’t have afforded to buy the property if we hadn’t done that as it was going to cost him quite a bit to put in his own poles and stuff. He’s settled down quite a bit, but it has taken ten years of sometimes aggravating stuff.
So, we just simply took steps to build a good fence on that side and also to plant several evergreen trees. As it is, I wish them well, and am glad for them to have a nice new house. We were partly to blame for NOT BUYING THE DADBURN ACREAGE when it came up for sale! Just call us - SILLY.
I think the living bamboo grows like wildfire and has a root system that defies eradicating. A fence would help, though. It has made all the difference here. The guy here may well peek through the fence, but he has to squint as the boards are close together. - Our neighbors out here get our dogs mixed up with the herds of dogs that belong to the people who live out here. To them, all white dogs are the same, and all black dogs look the same. So far, they don’t call the sheriff on us as it’s a long way for the sheriff to come on a nuisance call. I think our dogs tend to stay pretty much around home anyway.
I feel for you. Alcohol makes people act in strange ways. Maybe his parents will make him move; one can hope!
