On Sunday, I attempted to teach my nephew, Ken, how to swim. He is nine and waaaaay too old to not know how to swim, especially for someone living in Florida. It turns out he has a paranoid fear of water to the extent that he would hold the side in only the shallow end of the pool and wouldn't let go. He absolutely believed he could not float. When I tried to drag him into deeper water, he went into a complete panic and refused to even TRY to learn how to swim.
Fortunately, at the same time some guy was teaching his kids to swim in the deep end of the pool. They were only five and six. They couldn't swim well but at least they made the ATTEMPT to swim and both of them finally made it across the deep end on their own.
So I pointed that out to Ken and told him those kids were looking at him like he was a big pansy. That sort of shamed him into at least trying to swim, especially after I kept reminding him not to humiliate himself due to the way the little kids were looking at him. By the end of the session, Ken was able to stay afloat and swim up to ten seconds at a time. Mainly he lost his fear of water so I told him he only needs to keep practicing.
I remember that by the time I was seven, I was swimming perfectly. Of course, I never had a fear of the water. So I guess the answer on how to teach kids how to swim when they have an irrational fear of the water is to have younger kids swimming nearby and using humiliation as an incentive to give it a try.

When I was 10, my father taught me how to swim in Clearwater (Florida) by simply throwing me into the deep end of the pool.
Learning to swim wasn't the worst thing. Getting out of the big burlap sack first was the hard part!

As a little kid I spent my summers near, by, or on the water in Southern Wisconsin. But I never could develop a decent dive. It was only as a young teenager on family vacation in California that I learned to dive properly. The motivation? A young lady I met at our motel who taught me how. No better motivation that that :)

I had a lot of difficulty swimming at first because I lived in Ohio so I only had access to fresh water lakes. When I moved to Florida at age seven, the saltwater bouyancy of the ocean was a very pleasant surprise and I immediately began swimming with complete ease. A little over a year later we moved to Puerto Rico and my swimming expertise came in handy body surfing the waves there. I really enjoyed that.
Main thing is to have no fear of the water.
