If they are like fleas in that they have segmented shelled bodies the best remedy lonterm is diatomaceous earth.It is quite non-toxic and does not irritate skin or anything else. It is essentially superfine ground glass but so fine that you cannot use it successfully like classic itching powder. It gets between the segments of a bug’s shell and cuts it up and dries it out. Spread it around on your yard, your carpets. You can use it on your dog. And it’s cheap. You can probably get it at your local feed-and-seed. You can surely get it cheaper on-line but get only get the stuff advertised for agricultural purposes and /or pest control, not pool filters. I ended the annual siege of fleas on my and the neighbors’ yards several years ago and they haven’t been back. If you have questions about it search it on the internet. Please use something like Clusty or Veoda or DogPile instead of Google.

I was in Boca this past weekend, celebrating my 31st with my parents. No “noseeums”, but plenty of nosejobs.

Back to the Demon WP: You mix it as the package states, spray it where you need to indoors or out - both is best, then wait until it dries and it is safe (you don't want to go licking it, but the same can be said about raid or others here as well). I've seen exterminators spray this stuff without respirators and mix it that way as well - not that I'd recommend that.
At any rate, as long as you use the recommended precautions this can be done quite easily by just about anyone with a few neurons firing (and they'd still have 'em left when they were done too)... What a bonus!
You can get a pesticide rated respirator and a decent garden sprayer for about 50 bucks at home depot (AOSafety is the line of safety products). Home Depot does not carry Demon wettable powder (Demon WP) - not demon wax. You have to buy this professional strength pesticide through a specialty retailer like the ones I linked to earlier, or find one locally.
Finally, no see ums are related to the fly family and the females are the ones that bite. The feed on blood for protein to provide for their eggs, and can fly. Generally they can be found in bushes, piles of leaves, any damp area, and sandy areas. Infestations can be prevented by ensuring the yard is raked well before winter and in the spring, or by not allowing water to pool near the dwelling. Otherwise a pesticide can be sprayed prophylactically as a barrier around the house and in the bushes before the infestation can occur.
I did just find something that should be readily available at hardware stores and such: DIATECT Ant & Insect Killer, however it will likely be less effective than the Demon WP. At least is safe for children and pets and more-a-less non-toxic, so you can feel better about using it. I have no experience with Diatect though, so I can't recommend it.
