In its time, it was a great piece. Today, in modern western countries, with the situation much more complex, its no longer a meaningfully accurate. Simple rules of old no longer hold true. For example, allowing opposition, provides not only a pressure release valve, but also needed flexibility.
Today, influence is much more profitable than raw power. No intelligent person now a days, wants that kind of power. And more importantly, no one of influence wants to give it.
