I am certain you are correct and I am certain that is the motivation for his not wanting to unseal his records.
Given that, there should be some correspondence somewhere in State or other files that would collaborate this. Either requests to the Mass Governor in state archieves for a letter of support or perhaps a letter of denial of some permit or benefit due to his less than honorable discharge. I wouldn't be surprise if the Clintons hold such a document in their collection of stolen FBI files and are using it as blackmail against Kerry right now. If such a record of less than honorable discharge exists and could be found and it is genuine, then that would make for one hell of a TV ad!
I agree with you 100%, but we need evidence!
I'd love to see President Bush hit Kerry with this and tell him to sign form 180 and prove him wrong!
A few points:
(1) I have reviewed the chronology and, at first, I thought Kerry was required to actively drill monthly in the USNR from Jan 1970 to Feb 1972. In fact, however, I don't think this was a requirement. If he had blown off the drills then he and his fellow-travelers would have no ammunition with regard to Bush's ANG service. Regrettably, however, I don't think he was required to drill in those two years after leaving active service.
(2) I believe he was issued an Honorable Discharge in 1978. This is still unusual, as it should have been issued in 1972. I, like you, suspect he got something less than an Honorable in 1972 (due to his disgraceful post-Vietnam activities), and finally, during the Carter presidency, he got it upgraded to Honorable.
I would bet that his refusal to sign the Form 180 is based on this.

I've always felt the intense attack on President Bush's guard service was intended to lessen the blow when Kerry's 'Less Than Honorable Discharge' is discovered!
That 'lazy eye' was really obvious that evening at the democonvention when he saluted and 'reported for duty' ... if anyone has that picture hanging around you can see his two eyes aren't tracking together ...
