In my rural Texas county this would not be an issue. I would evict him at gun point. If he called the sheriff (who I have breakfast with each week at our local Rotary club) I don’t think he would get the response he is looking for.

Five hundred bucks to a couple guys from the saloon and a baseball bat would be a good investment by the homeowners.
Being Texas, you would think that would be the scenario. Just tell the police he was reaching into his shirt, and you thought he had a gun, so you shot him.
The utopian ideal would be laws passed by honest politicians to safeguard the safety and rights of good citizens against criminals as part of a system of justice that is fair and assuring equal treatment to all. (Sorry. No dice.)
The US pseudo justice system people and the government will be dismayed but they were derelict in their duty. The rending of the social fabric is their fault.

If the government doesn’t feel comfortable about that truth they should have thought of that before having a faulty system of weak laws and dangers to innocent people.
That's why everywhere you go in the countries these scumbags come from you see walls, iron bars, electric fences and razor wire everywhere.. The people and their kids stay behind those walls and the thieves and gangs roam the streets looking for a way to get inside.
