People who have no trust or reason to trust in the law or authority *and* feel that they literally have nothing to lose, will do or take as they please. The Law be damned.

People with a very short ‘event horizon’ for gratification often do things or take actions with thinking of any consequences...
i.e - Bro’s in da hood - worry about the next (booze/blunt/woman/whatever) and not what might come next week or the fallout from their actions....
People like Carnegie - they worry about what effect their decisions and actions will have on the grandchildren.
Each has a vastly different outcome in life.
