Rush is not advocating a third political party for conservatives, but rather for democrats, because it's a good way to weaken democrats and liberals at election time. Rush makes this very clear in the comments you posted:

Rush is saying that we do a grave disservice by denouncing both parties as the same, and furthermore, he said that we are not going to win anything by thinking that way. He thinks this is a way that the Democrats win. He says:
We need a strong conservative movement that takes back the Republican Party and then we have a strong Republican Party. It's hard work but it is happening.
Rush is not and will never be for a third party, but rather he advocates conservatives taking back the Republican party. No Reagan conservative is for a third party, as Reagan was vehemently opposed to the idea. It is easier to gain more influence with the GOP than it is to start a new party from scratch.
That's total bullshit! You obviously missed his programs this past week where he specifically stated that 3rd parties are the downfall of the conservative right.
Sorry, but this is the 0.5% of the time that Rush is simply wrong. The surest way to ensure the continued leftward drift of the GOP is to let them think they can rely on conservative votes no matter what.

If Rush ever really did endorse 3rd parties, the Fairness Doctrine would definitely come back. The Rs and Ds would make it happen. The Rs now do what they can to protect talk radio because it largely scratches the back of Rs.
Any idea of “taking back the Republican party” died a long time ago. The RINOs are entrenched. So now what? The answer to that has become obvious: take the Republican party in the direction of federalism.
But not just the Republican party. This is because federalism actually transcends the ordinary left and right issues. It become an issue of restoring the balance of power between the national government and the individual States.
For the Republicans, federalism means the reduction of 50% of the federal government, returning most of the western lands to the States, ending entitle programs for good, repealing the 16th and 17th Amendments, reforming the federal judiciary so that they quit pestering the States and the people. And possibly renouncing the national debt.
For the Democrats, federalism means an end to the US military on every corner of the planet, along with perpetual wars, keeping foreigners from killing each other, and just paying attention to the few, critical parts of foreign policy that truly matter to the US. For them, federalism also means a massive reduction in the national police authorities, intelligence agencies, government and private databases of personal information, and mountains of bureaucratic regulations.
The trouble is, that there are a lot of Republicans and Democrats who *like* having an overreaching and omnipresent national government. So *these* are the people the federalists are running against.
Abraham Lincoln was a Whig. He left and joined a third party called the Republicans when the Whigs were supporting candidates so bad that President Millard Filmore (W) couldn’t even win the nomination of his own party for a second term. I understand Mr. Limbaugh’s position, however it doesn’t offer the beltway Republicans much incentive to change.
