Well, it does say It’s a “Certified Copy of Registration of Birth” Like your Hawaiian COLBs. ;-)
I would guess that this document was produced from the original records in that year because someone (perhaps Obama Sr.) needed proof of Barry's birth for some reason.
This doc is more or less a COLB, not a birth certificate. It could have been requested and produced by the registrar's office at any time.
It looks to me as if the date is 1984, although it's hard to tell. My guess would be that someone applied for a copy of the birth record in 1964 or 1984, and this is what they received. Here's what I'm reading on the document:
I (name illegible), Deputy Registrar of Births, Deaths, and Marriages for the Coast Province of Kenya, do hereby certify that the above is a true copy of the entry recorded in the Birth Register of this Province, Book [46?], Page [67??]. Given under my Hand and Seal of Office this 17th day of February, 1984.
But if this is genuine, then all one would have to do is examine the Birth Register of the province in question, Book 46?, Page 67?? and the record will be there. That, I think, is what they're asking the court to do.
It was certified as a “TRUE COPY” by the signing official. Therefore it is not the original BC
It's a copy (certification) of the originally filed birth certificate. It is rather like the Hawaiian COLB that's been floating around dated 2007. This one however, appears to be of the appropriate age, it wants closer scrutiny by forensic documentation experts to verify it is what it appears to be.

Presumably some family member needed a BC for little Barry back in 1964. So they wrote the Office of Principal Registrar applying for a copy. Mr. Oduya then pulled Book 44B off the shelf, made a copy of page 5733 (thick book!), signed it, stamped it, and sent it off into history. And now it turns up in Dr. Taitz's office. Where did it spend the intervening 45 years??
Someone needs to visit Coast Province and have a look at Book 44B. I'm sure it all check out, aren't you?
I would say it one possibility it was dated 1964 , maybe it was ordered for Ann and Obamba Sr divorce in 64 ?
Could it be possible that The One was not even born on the date that he claims? If he lied to hide his BC, he could surely lie about the date which he was born.

I’m going to take a super-wild uneducated guess and say that it was signed in 1964 because Zero went to school in Indonesia when he was 3 years old and maybe needed a copy of birth information to enroll in school there? Nobie turned 3 in 1964.
His father may have needed a birth certificate for something in Africa, and his birth had not been registered, so his father registered it.

Very strange. Looks like this is copy of the record of birth. ie someone in 1964 requested this.
Which raises the question as to whom and why this document was requested.
One can assume that this was in possession of a family memeber.
Regardless, I don’t think that this can be discarded.
Funny too, that our usual goofy tabloids aren’t picking up on this.
My take on this is that it’s a forgery. There was another one posted here also. Has anyone compared the two?
