I would guess that this document was produced from the original records in that year because someone (perhaps Obama Sr.) needed proof of Barry's birth for some reason.
This doc is more or less a COLB, not a birth certificate. It could have been requested and produced by the registrar's office at any time.
The Obama divorce took place in 1964 a reason for a the birth registration to be produced.

The document you see is a certified statement that the facts attested to are as recorded in the specified book and page number.
Normally such a document is accepted at face value as a “Birth Certificate”. A similar doucment was accepted as proof of Birth in Indonesia when my wife applied for US Citizenship.
The “Original” is merely a consecutive page in a record book and will NEVER be removed. Normally authentication would consist of verifying that the record exists in the book and on the page specified. Unless, of course, a government thug goes to the archives and takes the page out at the point of a gun or at the back end of an envelope.
If that were to have happened, then there would be a gap in the sequentially numbered pages that would be so suspicious as almost to serve as authentication in and of itself in this case.
Its date coincides with Ann Dunham’s return to the states. My guess is she needed a copy for a passport or to have with her back in the states. It’s reasonable the custodial parent would have a copy if the parents split-up.

You got it, no doubt, but proving it will take cooperation of Justice Dept, and don’t forget Raila Odinga is PM of Kenya, and zero’s relative. Supposedly he had sealed the birth records, so this may have come from “wherever” the father needed the Kenya birth certificate for. Great detective work.
It's about the time of the Stanley Ann-Barrack Sr, divorce. In fact that date falls between the filing and the decree dates. Closer to the filing.
