Why was it signed by the official in 1964?Wasn't that the year Obama moved to Indonesia?

It’s dated 1964 and has the Republic of Kenya on it beacause it is a certified copy of the Birth Certificate requested 3 years after the birth, by which time Kenya had become independent.
