"some teacher sent himself 4 cannisters of 1 ounce each of mercury, area evacuated, no true news being given but the mercury leaked "

I hope the FBI gets this teacher's computer.

The NEA is supposed to have "uniservers" in every school district in the nation. Who knows what else they have in every school district?(The NEA being the financial arm of the DNC and this being an major election year.)

On FOXNews this morning, the crew was making fun of sandy burglar and imitating how they thought he did it by stuffing sheets of paper down the front of his pants, in his suit jacket inner pockets, etc. It was funny!

It was also noted on FOXNews that the staff in the document archives area discovered missing documents and realized that it occurred when sandy burglar was there. So, they "restocked" the archives with a copy of one of the missing documents to test sandy the next time he came in, to determine whether it was a deliberate act or a "sloppy" error. Supposedly, the same document disappeared again when burglar was there. That is how he was caught and how this whole investigation commenced.

"I wonder why the terrorist bill amounts were not changed to 2004 or 2005?"

Precisely.

The election of 2000 and its near-constitutional crisis is old news.
Or is it?

For to win one hundred victories in one hundred battles is not the acme of skill.
To subdue the enemy without fighting is the acme of skill.
Thus, what is of supreme importance in war is to attack the enemy's strategy.
He who excels at resolving difficulties does so before they arise.
He who excels in conquering his enemies triumphs before threats materialize.
Attack plans at their inception.

Is that simply unbelievable or what? This smorning, I heard something about a judge ruling that bags cannot be checked. I was still half asleep and hoped I had misheard. I guess not. That judge should be drawn and quartered.

Any idea where we are on this spectrum?

Terrorist Force Protection Condition (FPCON)

A Chairman of the Joint Chiefs of Staff-approved program standardizes the military services' identification of and recommended responses to terrorist threats against U.S. personnel and facilities. This program facilitates interservice coordination and support for antiterrorism activities and is called FPCONs.

The Department of Defense decided the name change was necessary. following the investigation into the attack on the USS Cole, DOD officials determined there was possible confusion between "THREATCONs," which are DOD force preparedness states, and the Department of State's "Threat Levels," which are assessment categories for countries and regions.

To eliminate this confusion, DOD has renamed security postures as "Force Protection Conditions,"

There are four FPCONs above normal:

FPCON ALPHA
This condition applies when there is a general threat of possible terrorist activity against personnel and facilities, the nature and extent of which are unpredictable, and circumstances do not justify full implementation of FPCON BRAVO measures. However, it may be necessary to implement certain measures from higher THREATCONS resulting from intelligence received or as a deterrent. The measures in this THREATCON must be capable of being maintained indefinitely.

FPCON BRAVO
This condition applies when an increased and more predictable threat of terrorist activity exists. The measures in this THREATCON must be capable of being maintained for weeks without causing undue hardship, affecting operational capability, and aggravating relations with local authorities.

FPCON CHARLIE
This condition applies when an incident occurs or intelligence received indicating some form of terrorist action against personnel and facilities is imminent. Implementation of measures in this THREATCON for more than a short period probably will create hardship and affect the peacetime activities of the unit and its personnel.

FPCON DELTA
This condition applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is likely. Normally, this THREATCON is declared as a localized condition. See also anti-terrorism.

(*Terminology changed IAW DODI 2000.16, 14 Jun 01)

I'm guessing Charlie

Is anything guarded 'enough'?

Do huckleberries have pits? I am trying to determine what wild berries I used to pick and enjoy. They had pits, tasted sweet and sour (my fav combo) and they looked like tiny cherries in a way.

Radiation Monitor at Perry Nuclear Plant in Ohio Malfunctions, Prompts Five-Hour Alert
The Associated Press
Published: Jul 20, 2004

NORTH PERRY, Ohio (AP) - A malfunctioning instrument falsely indicated elevated radiation at the Perry nuclear power plant early Tuesday, prompting operators to declare an alert for more than five hours.

The plant continued to operate without interruption and no radiation was released, FirstEnergy Nuclear Operating Co., a unit of FirstEnergy Corp. of Akron, said in a news release.

The emergency alert was declared at 3:44 a.m. and called off at 9:01 a.m. The alert is the second lowest in seriousness of four emergency classifications ranked by federal regulators.

The company said that while a monitoring system indicated an elevated radiation level, other monitors showed normal readings, and the faulty one will be repaired. The plant is located alongside Lake Erie about 25 miles northeast of Cleveland.
