Why not just prosecute them for statutory rape? These billboards are an open admission that the state either can't or won't enforce its laws--a gilt-edged invitation for adult men to pursue teenage girls.

And I thought anti-smoking billboards were dumb. (The only way one of those would make me quit smoking is to fall on me.)
