Why not just prosecute them for statutory rape? These billboards are an open admission that the state either can't or won't enforce its laws--a gilt-edged invitation for adult men to pursue teenage girls.

No, it's not...not in the least. Virginia prosecutes offenders when they are caught. Just a few months ago, a VA Tech football player (18) was prosecuted for having sex with a 15-year-old. I'm not saying they threw the book at him, but I believe he got some jail time.
