Virginia prosecutes offenders when they are caught. Just a few months ago, a VA Tech football player (18) was prosecuted for having sex with a 15-year-old. I'm not saying they threw the book at him, but I believe he got some jail time.

You just illustrated my problem with much of this. I wouldn't consider an 18 year old who's involved with a 15 year old a pedophile by any stretch of the imagination.
