[They didnt expect that? What a bunch of idiots! The Iraqis know we arent going to target civilian installations, so they would want to protect military ones. OTOH, there is also the possibility these dolts were just hypocrites. They wanted the publicity of acting as human shields without really having to be a shield.]
6. Parking fines were recently raised in the District. It has caused quite a ruckus. But who did it? The DC Council is saying its the fault of the DC Public Works Dept., but the latter says it is the fault of the Council.
