 They were never team players. They were told that once a decision was made they were gonna have to start shutting up and supporting the administration position or resign.

    I agree they weren't the best for the job .. but wow .. what a shake up. This kind of thing used to be common, before Clinton. If there were disagreements, Cabinet Officers, being important people in their own right would resign rather than go along with things they didn't believe in. Clinton picked such marginal creatures that they had no hope of renown other than their cabinet position and they would tug the forelock and agree with whatever they were told to keep their positions. Not one Clinton Cabinet Officer ever resigned on principle.
