Minorities, women lose business after I-200 The share of public-works contracts in Seattle awarded to minority- and women-owned firms has shrunk by more than one-quarter since voters ended racial and gender set-asides almost four years ago. African-American firms, in particular, have nearly disappeared from public-works projects. For example, no black-owned company is currently involved in building the new $68.3 million Justice Center, which will house police headquarters and municipal courts.
Those trends have been replicated on the county and state level since the passage of Initiative 200 in November 1998. The measure prohibited the use of preferences for racial minorities and women in contracting, government hiring and school admissions.
King County construction contracts with minority- and women-owned firms decreased by 62 percent in the first year the law went into effect. And the state Department of General Administration, the agency charged with building many state projects, reports that only 6.1 percent of its construction contracts went to minority- and women-owned businesses in fiscal year 2001, compared with 31.2 percent in 1998.
The city has some of the most complete data, largely because it convened a task force last August to study the impact of I-200.
Black leaders say they plan to increase pressure to improve minority and women participation in upcoming city projects. Meanwhile, Mayor Greg Nickels is exploring ways to legally help those companies, such as extending financial aid to small firms.
"We are real disappointed in the numbers. They are just unacceptable," said Deputy Mayor Tim Ceis. He said I-200 "... took away the tools we had to access minority contractors for public contracts." During 1997-98, nearly 29.5 percent of the more than $114 million in city construction contracts was awarded to minority- and women-owned firms. At that time, the city had a set-aside program that guaranteed minorities and women at least 27 percent of the work on public projects.

I've sorta started it, without the points, just using portions and servings for now. I was too sick last week with the sinus infection to figure it out. I'll read it a little more closely this week, and aim for starting toward the end of the week. The points thing IS a lot of book work. ugh. I took a walk yesterday (finally feeling well enough to) and will do so again today. I hope to start going back to the gym this week, also. Were you planning to start WW while on your trip?
