The "Ozone hole" is merely a thinning of ozone levels when the Antarctic winter happens (i.e. it's dark), which really doesn't matter when it comes to the protection that the ozone gives us. Every summer - when there's UV - it closes right up and absorbs more UV.
As to the low-level smog problems, ask people if they've seen pre-automobile pictures of San Francisco...note that there's often smog - produced by the local plants.
