It is conformity to a counter culture, anarchist movement.
She may not know it is anarchist but anarchists and rough trade hookers popularized it.

Ask her if she thinks it's smart to hammer a nail through her calf. The tongue is a very adept muscle. Splitting any muscle is NOT a smart thing to do. THIS muscle is the one which causes you to SWALLOW correctly and to speak correctly. If the thing gets infected and swallowing gets tough, she may regret the decision.

I haven't read the other replies, but my answer would be probably not. Honestly, it is so distracting to see the 'flash' of the piercing when someone is talking. Plus, they always seem to be messing with them. Yuck!
