For many years there were Carter price caps on domestic oil. This made US oil cheaper than the world price and meant refineries sought-out cheaper US oil. US refineries can almost certainly refine any domestic source of crude oil, and we produce more than we use ourselves.

The price of petroleum products in a particular area is not always tied to geopolitics. As opten as not it is tied to greed and dirty politics. During the supposed arab oil embargo Kerr Magee was running product into trenches and burning it. On the west coast tankers were lined up over the horizon unable to dock and offload as all the onshore storage facilities were full.
On a more recent and local level, interior Alaska used to have two refineries located in North Pole, Alaska. The Mapco/Williams/Flint Hills/ Koch Industries refinery, the largest in Alaska, and the Petro Star refinery owned by the Arctic Slope Regional Corporation. (ASRC) One of the regional native corporations formed under the Alaska Native Claims Settlement Act of 1971 in settlement of aboriginal land claims.
The Flint Hills refinery was closed and demolished over an environmental issue relating to sulfolane in the groundwater, leaving ASRC’s Petro Star refinery as the sole source of jet fuel and heating oil in the interior. With the mandate of ultra low road diesel fuel (ULSD) the only source of diesel fuel for road vehicles became Marathon’s refinery on the Kenai peninsula 800 road miles away.
Since 1999 heating oil in the interior has risen in price over 400%. Heating oil now is refined from royalty in kind crude sold to ASRC’s Petro Star by the Alaska state government. It is then hauled to the Sourdough Fuel’s bulk plant in Fairbanks. Sourdough Fuels is wholly owned by, you guesed it, ASRC. From there it is distributed by Sourdough Fuels and by other fuel haulers.
I guess you can imagine what might happen to price when you have an engineered monopoly.
When Alberta votes to leave the confederation, Canada is over. After Alberta, Saskatchewan and possibly Manitoba will follow. All might become American territories
