Based on what I've seen statistics-wise, that claim is BS.

I got this from an alum and insider.
The University of Texas is really the University of the World.
Priorities go like this:
1. Foreign students: They pay the highest tuition paid by their home countries.
2. Minorities from outside of Texas.
3. Minorities from inside Texas.
4. Top 5% of Texas high school graduates. Those kids get the leftovers and are a minority. I have visited the campus many times and it appears to be the University of Calcutta or China.

If you are not in one of those groups, you are SOL.
The consolation prize is UTSA, UT Arlington and on and on.
