The 'swamp' rules may be different.

The official path is simple: introduce a bill, committee, floor vote, other chamber, identical text, president.

The real path is a multi-layer market in votes, time, procedure, and IOUs.

Almost nothing that matters reaches a final vote until leadership has already priced the last holdouts and locked the text.

Complexity scores below are an analytical ranking of how many moving parts, vetoes, hidden ledgers, and prior locks each mechanism typically involves (10 = densest).

1: The real vote machinery (by name, complexity desc)

Omnibus / CR / NDAA “must-pass vehicle” + policy riders — 10.
The last-mile vote is often not on the advertised law.
It is on a 1,000–2,000 page package that funds the government, the Pentagon, or disaster aid.
Unrelated “riders” and last-night swaps are loaded because the alternative is a shutdown.
Leadership trades oil-export bans for IMF reforms and tax credits; conservatives demand policy riders; the other side strips some and keeps others.
Members vote the pile, not the piece.

Budget reconciliation + Byrd bath + vote-a-rama — 9.5.
The 60-vote Senate filibuster is bypassed, but only for spending/taxes/debt.

The most obvious symptom of a failed Congress is that over 80% of Americans want the Save Act and the Congress will not pass it.
