He was toddler age. With Down's development is quite delayed (with a low ceiling) in the best circumstances. That poor child was not in the best circumstances.

A "toddler" is "one who toddles", which this unfortunate child was unable to do. Words mean things. Reporters are idiots. I'm past tired of sloppy writing in Big Media.
To be clear: I'm not insulting the child; I'm impugning the reporter.
