I interpret this to mean Germany had managed to orbit some satellites and the aerial phenomena were those satellites de-orbiting.

If so, it would re-write history. It would mean that the Russians weren't first when they launched Sputnik.

According to the document the aerial phenomena occurred primarily in 1948, long after the defeat of Germany.

I don't think The Third Reich was launching any suboribital rockets, or rockets of any kind, in 1948.

Sounds like the first instances of space debris reentry to me.
