It was 2014 under Obama , and Nina was not quarantined until the PPE that was issued her failed to protect her and she got a fever which she then went into quarantine and was treated with blood plasma from a American doctor who survived and donated it to her and the other nurse who’s PPE also failed her. We’re talking max perhaps a few hundred people and an outside incubation period of 21 days. Given the potential consequences I think mandatory quarantine would go down remarkably easy with the general public
