I seem to remember a time when billions of people were required by their governments not to leave their houses for fear of spreading disease, and they supinely obeyed. We’re talking max perhaps a few hundred people and an outside incubation period of 21 days. Given the potential consequences I think mandatory quarantine would go down remarkably easy with the general public

I see the difference as between, say quarantining a plane full of passengers and quarantining the entire world. The plane passengers will experience outrage as they aren’t sick. Sickness happens to others. Besides, they have important things to do. Whereas quarantining the entire world is a global psychosis induced by formerly respected officers of formerly respected government organizations.
