Now that I've seen the full picture, and that he's wearing a cloth over real trousers, I think Dwayne's trying to make his outfit a "statement" when it's actually just a variation on tuxedo.

Next time "The Rock" wants to seem controversial he needs to sport something more radical than an extended cummerbund.

Thank you! I read the article (shocking, I know!) and scrolled through the comments. Seemingly no one else actually went and looked at the picture. Unusual take on a tux, but I don’t find this strange or inappropriate in any way.
I loathe this event. These simpletons have no idea that they collectively come across like the ultra decadent residents of the capital in the Hunger Games. But the Rock’s outfit doesn’t signal that decadence
