The irony is that when the Supreme Court allowed racial gerrymandering, Republicans initially viewed it as an advantage because they packed the Democrats into one voting district and then created suburban Republican districts.
That worked until it made the Democrats crazy chasing after every minority advantage as a way to leverage votes.

How did they do this? When? Who did this?
A big part of the Republican winning back the House in 1994 was attributed to this.
Back then though, the Suburbs were 90%+ White.
So it created a few 98% Dem urban districts, but a lot more 55-60% Republican suburban districts.
