A big part of the Republican winning back the House in 1994 was attributed to this.
Back then though, the Suburbs were 90%+ White.
So it created a few 98% Dem urban districts, but a lot more 55-60% Republican suburban districts.

AUSTIN (KXAN) — Sometimes it can be easy to forget why Austin’s unofficial motto is “Keep Austin Weird.” But one event that’s now over 60 years old may serve as a reminder.
Eeyore’s Birthday Party is held on the last Saturday of April each year. Its website describes the celebration as “Austin’s funky version of a city-wide country picnic.”
The event is free and offers the following:
