I believe they were initially but someone thought those welfare recipients were being punished by not being able to have the same things as actual American workers.

Why these restrictions haven’t been in place nationwide since the inception of food stamps is beyond my comprehension.Food "manufacturers" pay big money to lobbyists. Food stamps are supposed to be taxpayer subsidies to soft drink and junk food companies.
