We shouldn’t be funding medical institutions in the states from the federal level anyway. Under the 10th Amendment of the U.S. Constitution, individual states—not the federal government—handle the regulation of medical procedures, licensing, and public health. This is where the locals need to step forward and clean up their own house. If they can’t run a business the federal government is not supposed to support financially, then they need to close it or find funding.

It took a lot of years to get the feds out of state controlled medical decisions like abortion. We need to stop influencing the states on these and make them take the responsibility.
