Anyone who surgically mutilates an innocent child should get the electric chair at least. I would prefer hanging by the neck until dead, but I will settle for the electric chair. The important thing is that they be killed so that they cannot harm an innocent child again. All children are innocent. As they grow older, they grow out of it, but all children start out innocent.
