I think it was Paul Fussell who illustrated the changes that all the wars and psychosis brought to Washington, DC over the years by pointing out at one time DC was a sleepy little southern town that rolled up the sidewalks at night.
During frequent but brief summertime thunderstorms, motorists would dart in and park under the handy White House Portico to get out of the rain for a few minutes.
