Many come here to read dispatches from the War between Good and Evil, to red-pill and encourage.....and to pray and give thanks to the God who fights for us.
Q has reminded us repeatedly that together, we are strong. As the false "narrative" is destroyed and the divisive machinery put in place by the Deep State fails, the fact that patriotism has no skin color or political party is exposed for all to see. 3038 Mar 12, 2019 2:55:14 PM EDT Q !!mG7VJxZNCI ID: 4fe510 No. 5643022 >Decide for yourself (be free from outside opinion). >Decide for yourself (be objective in your conclusions). >Decide for yourself (be true in your own beliefs). >Decide for yourself (be open to following the facts). >Decide for yourself (be strong in defending your beliefs). >Decide for yourself (be resistant to blindly accepting fact-less statements). >Decide for yourself (be free) Those who attack you. Those who mock you. Those who cull you. Those who control you. Those who label you. Do they represent you? Or, do they represent themselves (in some form)? Mental Enslavement. The Great Awakening ('Freedom of Thought’), was designed and created not only as a backchannel to the public (away from the longstanding ‘mind’ control of the corrupt & heavily biased media) to endure future events through transparency and regeneration of individual thought (breaking the chains of ‘group-think’), but, more importantly, aid in the construction of a vehicle (a ‘ship’) that provides the scattered (‘free thinkers’) with a ‘starter’ new social-networking platform which allows for freedom of thought, expression, and patriotism or national pride (the feeling of love, devotion and sense of attachment to a homeland and alliance with other citizens who share the same sentiment). When ‘non-dogmatic’ information becomes FREE & TRANSPARENT it becomes a threat to those who attempt to control the narrative and/or the stable. When you are awake, you stand on the outside of the stable (‘group-think’ collective), and have ‘free thought’. "Free thought" is a philosophical viewpoint which holds that positions regarding truth should be formed on the basis of logic, reason, and empiricism, rather than authority, tradition, revelation, or dogma. When you are awake, you are able to clearly see. The choice is yours, and yours alone. Trust and put faith in yourself. You are not alone and you are not in the minority. Difficult truths will soon see the light of day. WWG1WGA!!! Q
In the battle between those who strip us our constitutional rights, we can't afford to let false divisions separate us any longer. We, and our country, will be forever made stronger by diligently seeking the truth, independence and freedom of thought. Where We Go 1, We Go All

DoDI 5000.73, "Cost Analysis Guidance and Procedures" (October 24, 2024,
issued by the Office of the Director of Cost Assessment and Program Evaluation), does not explicitly mention or define "learning curve" (or terms like "experience curve" or "progress curve"). It also contains no direct references to "learning," "learn," "learned," or similar words in the context of production efficiency, unit-cost reduction over quantity, or training curves.
However, the instruction strongly implies concepts of "learning" (organizational, methodological, and data-driven improvement over time) through its core requirements for using historical performance data, continuous refinement of estimates, and centralized data sharing to build institutional knowledge. These mechanisms enable what cost analysts typically call learning-curve effects (e.g., cost reductions from cumulative experience in production, software development, or sustainment) by mandating the collection and reuse of actual cost data that would support such analyses. The emphasis is on avoiding redundant effort and improving estimating accuracy based on demonstrated experience.
1. Avoiding "re-learning" through data sharing (most direct implication of organizational learning)
• Section 4.2 (CADE repository) states that the Cost Assessment Data Enterprise (CADE) serves to "share data and research... and avoid re-learning what other organizations have already experienced."
This explicitly promotes institutional learning by centralizing cost estimates, studies, and actual data so components do not repeat mistakes or rediscover insights already gained elsewhere. It directly supports faster, more efficient cost analysis across the DoD.
2. Fostering improvement in knowledge and estimating techniques over time
• Section 4.1.a. notes that well-documented estimates and data "foster improvement in knowledge and estimating techniques over time."
This implies a cumulative learning process in cost estimating itself: analysts and organizations get better at predictions through repeated, documented cycles of estimation, actuals comparison, and refinement.
3. Requirement to base estimates on historical demonstrated performance
• Section 3.3.b.3 requires that cost estimates be "developed, to the extent practicable, based on reliable historical actual cost information that is based on demonstrated contractor and U.S. Government performance."
This mandates learning from past real-world results (e.g., how production or sustainment costs actually trended), which is the foundational input for any learning-curve analysis (unit costs declining with cumulative quantity or experience).
4. Ongoing tracking and variance analysis for O&S costs (lifecycle learning)
• Section 3.1.a.(4) requires tracking and updating operating and support (O&S) costs "yearly throughout an MDAP’s or major system’s life-cycle" and comparing them to earlier estimates to "identify and record reasons for variances."
This built-in feedback loop implies learning from operational experience to refine future estimates and reduce surprises—essentially an institutional learning mechanism for sustainment costs.
5. Cost and Software Data Reporting (CSDR) requirements that enable learning-curve-type analysis
• Section 4.3 and Tables 1–2 mandate standardized collection of actual costs, hours, quantities, and technical data across the lifecycle (via FlexFile, Quantity Data Reports, Software Development Reports, etc.) for programs above certain thresholds.
These data sets (collected for all major programs and many others) provide the raw historical unit/cumulative data that analysts use in practice to fit learning curves, trend production efficiency, or model software productivity improvements. The instruction requires this data precisely to support "credible cost estimates of current and future programs."
In short, DoDI 5000.73 treats "learning" as an implicit outcome of rigorous historical data use, documentation, sharing, and iterative refinement rather than prescribing specific techniques like 90% unit learning curves or progress-curve formulas (those details appear in supporting CAPE guides, such as the DoD Cost Estimating Guide). The instruction’s data-collection mandates (CSDR, CADE, VAMOSC/EVAMOSC) and improvement-focused language create the infrastructure that makes learning-curve and experience-based estimating possible and encouraged across DoD acquisition.

Goofy courtroom story...true or not ? who knows
If you ever testify in court, you might wish you could have been as sharp as this policeman. He was being cross-examined by a defense attorney during a felony trial. The lawyer was trying to undermine the police officer's credibility...
Q: 'Officer --- did you see my client fleeing the scene?'
A: 'No, sir. But I subsequently observed a person matching the description of the offender, running several blocks away.'
Q: 'Officer, who provided this description?'
A: 'The officer who responded to the scene.'
Q: 'A fellow officer provided the description of this so-called offender. Do you trust your fellow officers?'
A: 'Yes, sir. With my life.'
Q: 'With your life? Let me ask you this then officer. Do you have a room where you change your clothes in preparation for your daily duties?'
A: 'Yes sir, we do!'
Q: 'And do you have a locker in the room?'
A: 'Yes, sir, I do.'
Q: 'And do you have a lock on your locker?'
A: 'Yes, sir.'
Q: 'Now, why is it, officer, if you trust your fellow officers with your life, you find it necessary to lock your locker in a room you share with these same officers?'
A: 'You see, sir, we share the building with the court complex, and sometimes lawyers have been known to walk through that room.’
The courtroom EXPLODED with laughter, and a prompt recess was called.

I don’t go to youtube for news for that reason; plus watching people speak takes so much longer than reading.

If others have ideas they think are good or useful they are free to implement them as they see fit.
You do you, it’s just fine as is.

I’ll see how to do it later today. I guess I could post “Out there” and then post a link to it on the Q thread.

Yep, that's it. Learning Curve analysis originated in estimating the cost savings which took place in classic industrial assembly line type processes.
When you plot out the amount of time it takes a worker to do some well defined, discrete task for the 1, 2, 4, 8, 16, ... time, you get a semi-logarithmic curve. This is why it is called a learning curve. The slope of the line at each point is the speed of learning. The steeper the slope of that curve, the faster the worker is learning. This is why a steep learning curve is good.

Just a suggestion LJ. The Out there section sounds good instead of the Q thread too.
———
Not “instead of”. Many articles LJ posts are very relevant to this thread and I never go “out there”” except once in a blue moon. I really don’t find . Relevant to thread either, OK?
LJ, just keep going as you are! You are very appreciated and I even prefer at least one paragraph explaining the link. I’m sure others do to!
Thanks for taking the time to keep us all informed.

Swiss war material? 94 million$ would pretty much stock us up on swiss cheez for field rations. Not much more. Compare that to how much SecWarPete spent on steak. The only “arms” we get from Der Schweitz is their old surplus Vetterli rifles and bayonets. Couple on the wall right over there. They do make a good bicycle but we don’t buy very many.
And think about it. That would be less than a hundred bucks per GI. That’s enough to buy a nice ammo belt without the bullets. Thanks anyway Heinzie.

My favorite Norris scene in an old movie was when the commies captured him, put him head first in a bag, hung him upside down in a tree, then threw in a rat. When the wiggling stopped they took down the bag and found Chuck holding the rat in his teeth.
