The federal government could simply not pay for certain things.
The federal government could block grant money to states in lieu of Medicaid, SNAP, Title I and other programs.
This money could be limited to certain things: education in buildings owned by a school district, care by a doctor in his place of business, care of Medicare scope in a hospital in the Medicare program, healthy and economical food, etc.
The Republicans were given the power to reform things by the American people back in November 2024.

We can’t successfully impeach judges, but a Republican Congress and President can removal their tools of obstruction.
The Congress has Article I, Section 8 power to make rules for the government.
Perhaps a new law:
Federal judges shall not make law, but merely help litigants get the benefit of the text and intended meanings of the provisions of the Constitution when they were placed into it, statutory law and the remnants of common law.
No ruling or decision by a federal district or appellate court judge on a case against a government, a governmental agency or governmental person shall be applicable beyond each entity or private person individually listed within by name or personal particulars by the judge personally.
No federal judge who has or has possessed foreign citizenship may adjudicate an immigration, asylum or removal case.
No district court federal judge shall work on a case who has a parent, aunt, uncle, sibling, child, grandchild or known partner of such close relative or a personal partner with any case related interest.
The following district and appellate court judges are hereby barred from hearing cases where the federal government is a party or federal funding is in contention:

There are multiple aspects to the corruption, including political/bureaucratic (USAID) and organized fraud (as in this example), coupled with enriched pols & bureaucrats who have their hands out to look the other way. Yes, judges, police etc., too
I can’t imagine that what’s occurred in MN is either isolated nor the result of just random fraudsters.
DJT has a tall order inflicting damage on an infection which has affected literally all aspects of our system, probably ‘helped’ along by our enemies who are also profiting from the fraud.
They have to start somewhere. We need very public examples to demonstrate why drastic action is required to shut down avenues to fraud. Why not MN? [rhetorical]

While in general I agree with your low estimation of Washington bureaucrats, I don't think you can blame this one on them. As I understand it, the Feds block grant money to the states who then are responsible for distributing it. So in this case, it was the state bureaucrats who were either stupid or corrupt. I'd bet it was both.
Why the hell did I do everything in life legitimately? College with no loans. Worked since 16 (even younger doing odd jobs on weekends and summers). Started a business, had employees, paid insane taxes. Lost everything thanks to government and the lock downs. Struggled back. And what do I see year after year? Fraud by people who never get busted and who never paid a dime to contribute to the country. Especially now seeing the worst garbage people on earth coming here, getting welfare, scamming billions, of not trillions, and living a life of luxury all while bashing the country and hating American taxpayers.
But cheer up OP. It’s tax season. I get to pay my fair share to fund the luxury life of 68 in turds from the biggest s holes on earth.
