Sorry, I’ve never seen it ‘start up’. I always see ‘Rufus’ as a link I can click on at the top, and shown underneath each item. But it doesn’t do anything unless I ask it a question.
Maybe someone else can help you.

I use Apple's Safari browser, and Bing as my search engine. Rufus is offered as an option to click-on in Amazon's menu bar. It doesn't automatically show up.
I searched on Bing using: "how to turn off rufus on amazon permanently" and it came up with a series of steps you can take to do so.

Everything on the phone is listening to you. I am at the point I keep my phone turned off completely when I’m not using it. I have no “alexa” or other smart devices.
The final straw was when the phone would listen to what I had on the radio (mostly AM radio) and the phone would have a dozen ads ready to go for products ‘they’ heard.
As for RUFUS. I think you’re stuck with it. It appears to be intergral to their new interface.

True. It doesn't pop-up on my laptop using Safari. It's actually listed in Amazon's menu bar to click on if you want to. But she was looking to turn it off, get rid of it, so I provided her with a search option to help her find what she was looking for.
