I'm thinking it's PETN. That's what all those blocks of HDP-1 booster are made from.

Burns at 28,000 fps. That's what's in det cord. Great stuff for igniting explosives that aren't shock sensitive, like ANFO.

Might have had an application that didn't call for an entire block so they chipped off the excess with a screwdriver or some such and stored it in a jar to save it for another job.

Or for the 4th of July. I wouldn't use it alone for an anvil shoot but a small pinch in some black powder would get you another 50 feet or so.
