A shocking new case out of Texas has intensified scrutiny of the Biden administration’s Operation Allies Welcome program, after authorities arrested an Afghan national who allegedly posted videos on TikTok claiming he was constructing a homemade bomb and naming the Fort Worth area as his target.
Fox’s Kayleigh McEnany broke into programming with the news alert, delivering confirmation from the Department of Homeland Security:

Kayleigh McEnany: “This just in: we have a Fox News Alert. You won’t believe this. DHS is confirming that an Afghan national was arrested Tuesday after posting a video of himself on TikTok indicating he was building a bomb with an intended target in the Fort Worth area.
Mohammad Dawood Alokozay is charged at the state level with making a terroristic threat, according to DHS.
Listen to this: he came to the United States as part of Operation Allies Welcome.
So here you have it: this happened Tuesday. The Texas Department of Public Safety made the arrest. This is the second Afghan national, the second one this week, admitted through Operation Allies Welcome.
He had a terror plot. And we know this comes the same week that that deranged individual, that alleged assassin, took out two of our heroic National Guard members. He also came here on the same program: Operation Allies Welcome.
This is a program we were assured time and time again, by Mayorkas, by Jen Psaki, by Joe Biden himself, was safe and secure.
But here we have a second data point in one week that it was not safe, it was not secure, and we’ve got to look very hard at this program, as President Trump is vowing to make changes.”
According to additional reporting from Fox News, Alokozay arrived in the United States in 2022 under Operation Allies Welcome, the mass-resettlement initiative launched after the U.S. withdrawal from Afghanistan:
“An Afghan national was arrested this week after posting a video of himself on TikTok indicating he was building a bomb with an intended target of the Fort Worth area… Alokozay came to the United States as part of Operation Allies Welcome under the Biden administration.”
The arrest occurred on Tuesday in a joint operation between the Texas Department of Public Safety and an FBI Joint Terrorism Task Force, one day before another Afghan migrant, also admitted under the same program, allegedly shot two National Guard members in Washington, D.C.
“Alokozay was taken into custody… by the Texas Department of Public Safety and an FBI Joint Terrorism Task Force in a coordinated law enforcement effort.”
The White House responded sharply as the cases piled up within a single week:
“The magnitude of the national security crisis Joe Biden unleashed… cannot be overstated,” said White House press secretary Karoline Leavitt. “President Trump has directed his entire team to continue rooting out this evil within our borders.”
Immigration authorities have already lodged a detainer:
“U.S. Immigration and Customs Enforcement (ICE) has since lodged a detainer on Alokozay following his arrest.”
With two violent incidents tied to Operation Allies Welcome emerging in the same week, lawmakers and security officials are once again questioning the program’s vetting, a process the Biden administration repeatedly insisted was thorough, secure, and reliable. The latest arrest suggests those assurances may not withstand scrutiny.
