True fact, don’t count on it. I look at it this way, since Microsoft’s system has been phoning home with everything we do since the very beginning behind our backs it is probably best bet that none of their spyware is ever “off”. It is always on.

Folks caught on from the beginning why “Your system is shutting down” took so long. It was collecting logs to upload next chance it got. And the old “Please wait... Your system was not shut down properly” because you hard powered it down and didn’t give it a chance to log everything like it wanted to before shutdown.

Not rhetorical at all. Answer is:

• Probably not. Seriously, why would they allow it to be turned off?
• If you turned it off, it's on, but it says "Off" when you query its state.
• A later update will turn it back on silently.
