The first step in solving the problem is correctly identifying it.
The problem is not illiteracy (being unable to read or write) but anti-literacy (being unwilling to read or write).
In their defense, who would want to read the garbage they're being intentionally fed? Back in the day, writers could write. Now, too many are propagandists at best and can't write worth a damn anyway.
