On the one hand, you have people for whom “Dick and Jane have a dog” is too much. They can’t decipher it and read it. There are a lot of people like this.
On the other hand, you have people who are fairly literate but who cannot manage the stamina to read a one page essay. It’s too boring. They lack the attention span. These people also “can’t read” and there are a lot of them too.
Covid lockdowns and Covid ‘vaccines’ can’t have helped.
I agree with your population breakdown, but I would suggest that the latter portion of people would fall into the category of "won't read".
For some families it helped, their child learned to “carry the 2”.
Others it did not
Certainly not.
Oh, they helped. They helped show parents just how poor their children’s reading skills were.
This is part of the reason I hate watching youtube videos.
A. I can read it and digest it faster then I can by watching it.
2. Watching a youtube video caves into the “I Have to be Entertained First Before I Pay Attention to It!” Culture.
This issue has been known about for YEARS and nothing has been done to correct it.
Some Public School teachers, in addition to having no authority to discipline students, are constrained from QUITTING, lest they have their State teaching license revoked.
It does say “*satire” in the lower right corner of that one so some leeway can be given.
If I had to guess, it’s partially due to the inability or unwillingness of schools to fail a student, rather, they just simply pass them on to the next grade level. Also, I’m not going to blame it. 100% on the students. From the videos I’ve seen, some of the teachers probably shouldn’t be teaching as well as they seem to be spending more time complaining about things than actually teaching basics like reading and writing.
Most public school teachers re not dedicated to teaching but rather to indocrination and “social change” from hell.
Because they were never taught in elementary school and the middle schools just toss them over the fence to the high schools.

The good teachers are leaving and the schools are only able to hire the bottom of the barrel.
They can’t teach the basics and there in lies the problem. The higher ups make them teach this crap. If they could just teach the basics they would.
Even one teacher in this video said she wish she could start her own school. Why can’t she? Marva Collins did it back in the 1970s. Marva’s school was a gamble but it paid off.
Schools are mostly warehouses now.
If you don’t teach your child, something else is more important. Can’t spare the time, or the money? Where’s it going?
So you trust someone else. Anyone. What do you know about them? Who even looks at school performance overall before shipping out their children?
Can the teachers read? Serious question.
My wife teaches elementary school.
No child may be held back for failing to learn. Would be racissss.
So everyone is passed along until graduating illiterate.
Hell, we’ve got folks on FR that either can’t or won’t read a full article.
