Another way trucking companies can do this is they send someone else down to take the CDL test. That has been going on for decades.
The drivers come from all over the world but the most common are places like India, Pakistan, Mexico, various Eastern European countries ( often gypsies) , Russia and the Ukraine.
They are usually tied to ethnically similar and often criminally tied rings of trucking companies and they have been infiltrating and taking over the trucking business in an increasingly big way.
The driver have very little truck driving experienced, often only a few weeks or months, very little to no training and they are very low skilled, often to the point where loads get damaged in transport. due to accidents
They are a danger on the road because they don't speak or read English, they have zero regard for the rules and they they are often totally inexperienced and unqualified as drivers.
We had instances where these foreign drivers took out entry gates and loading docks and on several occasions drivers got their trucks jammed up trying to back in and had to call other drivers to come in and maneuver their trucks which shut down our loading areas for hours.
It's really scary how bad some of these drivers are It's good to see that this issue is finally getting the attention it deserves because they are putting our US owner operators who play by the rules out of business
I’v seen applicants taking a driver liscence test, and calling outside on their cel for answers.
I skipped through some of the video and saw the part of them wearing hidden video equipment as they are taking the written test while someone in the parking lot gives them the answers.

Years ago, sitting in the DMV waiting for my son to take his drivers test, there were a number of Hispanics lined up to take their tests. One by one, each returned to their little group with a look of disappointment. “Manana?” one would ask.
“Manana...” the dejected test taker would confirm.
What they were doing was coming in each day and guessing the answers hoping they would hit the driver license jackpot.

Recent actions include an executive order directing the strict enforcement of English language requirements for truck drivers, a pause on work visas for foreign commercial drivers, and a broader policy of “continuous vetting” for foreign visa holders to identify and revoke visas for those posing public safety or national security risks, including those with ties to terrorism or visa overstays.
Enforcement of English Proficiency for Commercial Drivers
Executive Order: President Trump signed an executive order in April 2025 to ensure commercial drivers are proficient in English, a policy that had not been strictly enforced in previous years.
Out-of-Service Status:
Drivers unable to demonstrate sufficient English skills may be placed “out-of-service,” preventing them from operating commercial vehicles.
The administration cites public safety as the main reason, stating that English proficiency is crucial for responding to emergencies, following traffic laws, and operating vehicles safely on U.S. roads.
Broader Actions on Foreign Nationals
Visa Revocations:
The U.S. is reviewing millions of visa holders, including 55 million in a current review, to assess and revoke visas for violations of entry or stay conditions, including overstays, criminal activity, and threats to public safety.
Social Media Vetting:
Prospective students and visitors may face social media vetting to identify any hostility toward the U.S. or its principles.
Country-Specific Restrictions:
In June 2025, the White House announced restrictions on nationals from certain countries that have inadequate screening processes, high visa overstay rates, or lack cooperation with U.S. immigration authorities.
“Continuous Vetting”:
This state department initiative involves ongoing review of visa holders to identify potential threats to national security or public safety.

New Mexico gives its CDL tests in English and Spanish. From first hand experience I know that many cannot speak English. Last year I was working on a construction site and heavy trailer trucks carrying rock and gravel were arriving and I had to get a bilingual worker to direct them to the proper location for unloading. They couldn’t follow my instructions in English.
Sounds like the cab driver we had in Pliladelphia years ago. He understood “airport”, but failed at “American Airlines” and “Terminal B”. We had to direct him ourselves by pointing to the correct exits and terminal.
Where are the Teamsters here?
most truckers are independent contractors and not unionized empoylees.
For my job I am a product trainer. I frequently have a trailer full of demo’s and stuff that I pull with a F-150. Because it’s over 10,000 lbs. I have to follow all of the commercial driver rules.
I have to stop at weigh stations. A few years ago I underwent a DOT proctological exam at a weight station. ie; an inspection. The Trooper gave me some good advice and he also gave me a window decal. It basically told other weigh stations that I had a recent inspection and was in compliance.
For the record, I hate weigh stations but right now, I think they should open them more frequently and speak with every driver. English speaking foreigners get a green sticker, Americans get a red. white and blue sticker. Non-english speakers get their trucks impounded and license immediately revoked.
