New Mexico gives its CDL tests in English and Spanish. From first hand experience I know that many cannot speak English. Last year I was working on a construction site and heavy trailer trucks carrying rock and gravel were arriving and I had to get a bilingual worker to direct them to the proper location for unloading. They couldn’t follow my instructions in English.
Sounds like the cab driver we had in Pliladelphia years ago. He understood “airport”, but failed at “American Airlines” and “Terminal B”. We had to direct him ourselves by pointing to the correct exits and terminal.
