The fact that Russia has not taken ALL of Ukraine already is a defeat for Putin.
I can see Moldova trying to join NATO. Not sure what Ukraine gets out of this deal besides a cease fire. Will Russia be required to rebuild the Ukraine infrastructure? Or will this fall on the American taxpayers again? Need much more details. The USA MUST not be the ones forever bankrolling Ukraine.

Russia wants the areas that were covered by the two referendums. The people (mostly Russian) in those areas voted to return to Russia.

The Kellogg plan has been consistent on freezing the current lines but not handing over the cities of Kherson and Zaporizhia to Russia.
It is indeed interesting that it is an American proposal that the territorial gains of Russia be de facto recognized.
US military support is that paid for by Europe in the form of purchases of US military equipment, which most assuredly Europe will as quickly as possible stop since they will want to develop their own military industry. The removal of sanctions would seem to strictly be a matter of Swift.
This description, which does not appear to be official, is an American proposal and represents the starting point of the negotiation with that enormous concession of territory. When the Russian proposal is presented and then negotiation between the two proposals evolves, obviously the final product will be somewhere between this American proposal and the Russian proposal.
One would expect the Russian proposal to encapsulate this American proposal of territorial concession, and the American proposal of sanctions elimination, while adding some sort of restriction on NATO accepting Ukraine, and explicitly adding the sanctions removal to include those imposed by Europe. As for free elections, with the new territories added to Russia, there was never really going to be a chance for those elections to become a pro Russia since it was those territories population that was electing pro Russia candidates.
Release of Russia assets by both America and Europe will presumably be a minimal requirement in the Russian proposal as well.
If this report is correct and this is the opening offer from the American side, then when the Russian offer arrives and agreement falls somewhere between the two, the eventual result looks like a Zelensky disaster.
I somewhat doubt this report. Rubio would have already been working towards undercutting it.
Kellogg is the neocon nutjob who threatened to attack Kaliningrad. I doubt Trump takes him all that seriously.

will do everything possible to scuttle progress. I guess we’ll see if Trump is strong enough to push this through. Without the US supplying military equipment Ukraine is through so Trump holds all the cards.
Mentioning Kellogg on the thread sparked curiosity, as the WSJ article didn't mention it. So...

Given the Ukraine source that Kellogg's view is "Ukraine must be enabled to defeat the Russian army," as of only months ago, makes "Kellogg's plan," as you write, something quite other than "consistent on freezing the current lines but not handing over the cities of Kherson and Zaporizhia to Russia."
Sounds like the generally current Kellogg plan is really to "defeat the Russian army."
Trump had putin under control then the dems screwed that up and Ukraine had the war. Now Trump has putin under financial control and putin needs to save face and get out of the conflict.
