All it would take is for them to disagree on the timing of adjourning and then Trump could force the Senate to do the same thing per Article II, Section 3. So Johnson could force this if he wanted.
“…in Case of Disagreement between [the House and Senate], with Respect to the Time of Adjournment, [the President] may adjourn them to such Time as he shall think proper.”

(1) stay & get the job done, confirming the 135 Trump nominees pending in the Senate, or
(2) recess & let President Trump make recess appointments, as authorized by the Constitution

The House adjourned at approximately 11:04 AM. It next meets Tuesday, July 29 at 5:00 PM in another pro forma session.
Only someone not paying attention for a couple of decades would think this is “news.”
Clearly the government seems to be moving along just fine.

Yes. As a matter of fact, he did.
This has been standard operating procedure since Reagan’s day.
They do this to prevent the president exercising his executive authority.

It’s not my fault you don’t understand how things work.
Life can be hard for people who don’t understand how things work. Understanding how things work doesn’t equal liking how they work. But, you and I have zero power over that. You choose to get your panties in a bunch over it. I choose to pay attention to things I can affect.
I know this is a power play to check the Executive branch but it is a crappy thing to do when you have both sides of Congress and the Executive Branch.
I understand the frustration. But you cannot ignore that the Congress (as a whole) does not want to let the Executive (no matter who it is) take away their power. And recess appointments take that away.
This has been the case for a long time.
Congress serves WITH the President, not FOR the President. It’s a small fact that is lost on a lot of people.

It’s a real “Paul Ryan” kind of thing to do, but it’s why most citizens would not object if almost every member of Congress were charged with crimes, appropriately convicted, and sentenced to a long prison term.
