By definition, a foreign country that tries to subvert a US election with false reports are an enemy of the state. That would make the creator of the dossier, England (INTELLIGENCE) an enemy in that context not to mention the support Brennan and the rest had from China.
The constitution doesn’t limit treason to only those countries or actors we are at war with.
